The goal of this open workshop is to disseminate the results achieved by the FP7 project SOCRATES (www.fp7-socrates.eu) and to stimulate discussions on the topic of self-organisation in future mobile networks. The program comprises presentations from SOCRATES and invited talks by renowned experts in the field. The SOCRATES project will also provide demonstrations of its results on self-optimisation, self-healing and self‑configuration in LTE networks. Through interactions with the participants and the invited speakers, the consortium wants to promote and discuss its views and approaches on self-organising methods for beyond 3G mobile networks.

The workshop addresses both academic researchers and engineers. It mainly aims at research responsibles, R&D engineers and technical developers involved in planning, deployment or operations & maintenance of beyond 3G networks, within telecom operators, telecom vendors and SMEs and large companies active in the telecom sector.

The one who got slapped was hurt, but without saying anything, wrote in the sand “Today my best friend slapped me in the face”.

They kept on walking until they found an oasis, where they decided to take a bath. The one who had been slapped got stuck in the mire and started drowning, but the friend saved him. After he recovered from the near drowning, he wrote on a stone “Today my best friend saved my life”.

The friend who had slapped and saved his best friend asked him, “After I hurt you, you wrote in the sand and now, you write on a stone, why?” The other friend replied “When someone hurts us we should write it down in sand where winds of forgiveness can erase it away. But, when someone does something good for us, we must engrave it in stone where no wind can ever erase it.”

On walking into the factory, the MD noticed a young guy leaning against the wall, doing nothing. He approached the young man and calmly said to him,

"How much do you earn?"
The young man was quite amazed that he was asked such a personal question, he replied, none the less,
"I earn Rs.2000 a month, Sir. Why?"

Without answering, the MD took out his wallet and removed Rs. 6000 cash and gave it to the young man and said,

"Around here I pay people 4 working, not 4 standing
around looking pretty! Here is 3 months' salary, n
now just GET OUT and don't come back"

The young man turned around and was quickly out of sight. Noticing a Few onlookers, the MD said in a very upset manner,
"And that applies for everybody in this company".
He approached one of the onlookers and asked him,

"Who's the young man that I just fired?"
To which an amazing reply came of,

"He was the pizza delivery man, Sir...!!!"

This memorandum describes the Simple Network Time Protocol Version 4 (SNTPv4), which is a subset of the Network Time Protocol (NTP) used to synchronize computer clocks in the Internet. SNTPv4 can be used when the ultimate performance of a full NTP implementation based on RFC 1305 is neither needed nor justified. When operating with current and previous NTP and SNTP versions, SNTPv4 requires no
changes to the specifications or known implementations, but rather clarifies certain design features that allow operation in a simple,stateless remote-procedure call (RPC) mode with accuracy and reliability expectations similar to the UDP/TIME protocol described in RFC 868.

This memorandum obsoletes RFC 1769, which describes SNTP Version 3 (SNTPv3), and RFC 2030, which describes SNTPv4. Its purpose is to correct certain inconsistencies in the previous documents and to
clarify header formats and protocol operations for NTPv3 (IPv4) and SNTPv4 (IPv4, IPv6, and OSI), which are also used for SNTP. A further purpose is to provide guidance for home and business client
implementations for routers and other consumer devices to protect the server population from abuse. A working knowledge of the NTPv3 specification, RFC 1305, is not required for an implementation of
